Bugfix/1481 route verifier fix: fixes the valdiation of multiple available service claims within the route destination signature

fix: change expected certificate CRL status to revoked, the  response of the url used to check the status seemed to be adjusted.

- add static config for all root certs
- fix loading of submission data schemas from external path

- default enviroments for prod, test stage
- used defaults env can just be referenced via name in config.yaml
- custom envs can be added dynamically 

- only throw runtime exceptions on all client calls
- wrap all internal exceptions to 4 defined exceptions the user has to deal with
