- add static config for all root certs
- fix loading of submission data schemas from external path

- default enviroments for prod, test stage
- used defaults env can just be referenced via name in config.yaml
- custom envs can be added dynamically 

- only throw runtime exceptions on all client calls
- wrap all internal exceptions to 4 defined exceptions the user has to deal with

- removed dependency
- added OkHttpClient
- created intermediate client to abstract between logic and HTTP handling
- adjusted tests

fix: event order by natural event enum order, fixes issue with non-stable event ordering in zustelldienst
