Bugfix/1481 route verifier fix: fixes the valdiation of multiple available service claims within the route destination signature

- add static config for all root certs
- fix loading of submission data schemas from external path

- default enviroments for prod, test stage
- used defaults env can just be referenced via name in config.yaml
- custom envs can be added dynamically 

- only throw runtime exceptions on all client calls
- wrap all internal exceptions to 4 defined exceptions the user has to deal with

- fixed string response creation in HTTP client
- fixed setting of bearer token header and URL creation in SubmissionApiService and PublicKeyService
- fixed URL creation in RoutingApiService
- fixed faulty test assertions
