Replace swagger-cli with redocly-cli (and fix linting errors)

  • replaces (discontinued) swagger-cli with redocly-cli for OpenAPI bundling
  • inline $refs from examples because they are not allowed according to the OpenAPI spec (bycatch from planning#1409 (closed))
