[ZSD] - Deaktivieren des Zustellpunkts aufgrund abgelaufenem Zertifikat nicht möglich

Description of the bug:

Wenn im Zustellpunkt ein abgelaufenes Zertifikat hinterlegt ist, lässt sich dieser nicht deaktivieren. Beim Speichern im SSP / update via API wird die Gültigkeit des Zertifikat durch den JwkValidator überprüft und das Speichern der Destination scheitert.

Current behavior:

Ein Zustellpunkt mit abgelaufenem Zertifikat kann nicht deaktiviert werden.

Expected behavior:

Bei Statusänderungen von active zu inactive sollte keine Prüfung des Zertifikates stattfinden, damit dieser deaktiviert werden kann.

• Bei Übergang zu den Status und im Status inactive oder decommissioned werden die Keys nicht validiert.
