Login mit Benutzername und Passwort (Elster-User) nicht möglich

Description of the bug:

Das Login mit Benutzername und Passwort (Elster-Benutzer) ist auf DEV nicht möglich.

1. Klick auf "Elster - Mein Unternehmenskonto (User)"
2. Eingabe von Benutzername und Passwort bei "Bei Ihrem Konto anmelden" und Klick auf "Anmelden"
3. "Hmm...da ist leider ein Fehler aufgetreten. Das hätte nicht passieren sollen." erscheint:

Login mit Benutzername und Passwort nicht möglich.

Login mit Benutzername und Passwort ist möglich.
